I-77 South Toll Lanes: Charlotte's Controversial Infrastructure Project

What's NCDOT Planning?
The North Carolina Department of Transportation wants to widen an 11-mile stretch of I-77 running from Uptown Charlotte down to the South Carolina state line. The plan calls for adding express toll lanes to help ease traffic congestion on one of our region's busiest corridors.
This week, NCDOT announced they're moving forward with an "elevated design." Instead of building the toll lanes at ground level, they'd be constructed above or alongside the current interstate. According to the state, this approach reduces the project's footprint and impact on surrounding areas.
Why NCDOT Says It's Necessary
State officials aren't proposing this expansion on a whim. That particular stretch of I-77 has a crash rate 2.5 times higher than the state average for urban interstates. With Charlotte's rapid growth continuing to put pressure on our infrastructure, NCDOT argues the project addresses both safety and capacity needs.
The elevated design, they say, minimizes impacts on neighborhoods and avoids areas like Pinewood Cemetery and Frazier Park.
Why Communities Are Fighting Back
But here's where it gets complicated—and why emotions are running high.
When I-77 was originally constructed decades ago, it cut directly through McCrorey Heights, and over 240 families were displaced. Local schools, parks, and businesses were destroyed. For many West Charlotte residents, those scars haven't healed.
This new project feels like history repeating itself.
At a town hall meeting this week, frustration boiled over. After NCDOT's presentation, residents demanded to be heard. The meeting ended early as chants of "Let us speak" and "No more tolls" filled the room.
Even City Councilman Malcolm Graham, who represents neighborhoods potentially impacted by the project, said he wasn't aware NCDOT had already decided on their preferred design before the announcement.

The Core of the Debate
Opposition to the project centers on two main concerns:
Displacement: While NCDOT says the elevated design reduces property impacts, critics argue it doesn't eliminate them. Families could still lose their homes, and communities could still be disrupted—just on a smaller scale than the original at-grade proposal.
Economic Equity: Toll lanes create what activists call a "two-tier system" where only people who can afford the tolls get faster, more reliable commutes. For communities already impacted by the project's construction and footprint, paying extra for convenience adds insult to injury.
NCDOT maintains the elevated option represents the best balance between regional mobility needs and minimizing neighborhood impacts.
What Happens Next
This is far from over. NCDOT will hold a public hearing later this year and says they're continuing to accept community input as the project develops.
Councilman Graham will host another town hall to continue the discussion as well.
